A new comparative analysis on the spending of the Department of Crown-Indigenous Relations, and Indigenous Services Canada, has been released.
In February, the Standing Committee on Indigenous and Northern Affairs requested the Office of the Parliamentary Budget Officer conduct the report.
Using qualitative and quantitative data, the Office evaluated how effectively the departments were in utilizing allocated resources between 2015-16 and 2022-23.
According to the report, while funding increased significantly, this was not matched with an increase in the ability of the organizations to achieve their targets.
Some of this was due to constantly shifting departmental result indicators, with many being added and removed, resulting in a lack of available data.
Available data showed that the organizations tended to spend more than planned, and require more human resources than expected.
Based on the qualitative review, the ability of the organizations to achieve targets has declined.
