Kelly Toop, a 64-year-old convicted murderer and sex offender from Williams Lake, has had his day parole extended for another six months. The decision was made on March 6, 2025, by the Parole Board of Canada. Toop was sentenced in the 1980s for two violent sexual assaults, one murder, and one attempted murder of two women in separate incidents. He has been under Corrections Service Canada’s oversight since his convictions in 1983 and 1984.
Toop’s day parole was initially suspended in October 2024 after complaints from staff about inappropriate behavior, including following and photographing a woman without her knowledge and making sexual comments to female students. His parole was reinstated in December 2024 after a review of the complaints, with Toop offering explanations for his actions.
Since being granted day parole in June 2024, Toop has been allowed up to 96 hours of leave per month. However, the details of where he is serving his parole or his current photo remain private due to privacy concerns.
