The Province is proposing changes to BC’s graduated licensing system to make it easier for new drivers while boosting road safety—especially for motorcyclists.
Under the plan, new drivers would no longer need a second road test to get their full Class 5 licence.
Instead, they’ll go through a 12-month restriction period where they must show safe driving behaviour.
The goal is to simplify the process and cut down road test wait times.
Research shows inexperience increases crash risk—so longer restriction periods and stricter record reviews can help build safer habits behind the wheel.
The Province is also creating a new Motorcycle Licensing Program.
All new riders would need to complete it and follow new safety requirements, including protective gear and a restricted learning period.
The changes are expected to roll out by early 2026, following consultations with Indigenous communities, driving schools, and health experts.
